网络安全国际研讨会已经在北京开幕。这是中国与联合国第二次共同举办此类研讨会。代表们参与了开发维护网络安全方法的讨论。

The International Workshop on Cyber security has opened in Beijing. It is the second time for China and the U.N. to co-host such an event. Delegates have engaged in discussions in exploring ways for safeguarding cyber security.

Building cyberspace norms, rules, and principles as well as promoting an open, secure, stable, accessible and peaceful ICT environment. that is what this International Workshop on Cyber Security is all about.

China proposes that all parties should engage in constructive dialogue and cooperation to ensure the cyberspace is shared and governed by all.

“Cyberspace knows no traditional geographical and physical boundaries. Cyber security is built and shared by all. The pursuit of unilateral advantage through technological monopoly. The attempt to seek the so-called absolute security for oneself at the expense of others' security and the practice of making judgment on the basis of one’s own interest or applying double standards are not just unpopular, but also detrimental to one’s own security at the end of the day,” said assistant Foreign Minister Qian Hongshan.

Cyberspace has brought various new challenges. The digital divide among countries and regions is widening. Infringement of personal privacy and intellectual property rights or even cyber-crimes and cyber-terrorism still exist.

To tackle those problems, China advocates building a community of shared future in cyberspace.

“China has promoted the initiatives of the Digital Silk Road and the China-ASEAN information Harbor. Those will enhance cooperation on digital economy and deepen cyber security cooperation within the Shanghai Cooperation organization and BRICS to make more contributions to cyberspace governance,” said Long Zhou, Coordinator of Chinese Foreign Ministry.

The U.N. undersecretary-general said a new U.N. group of experts on ICT development and cyberspace security will soon start its work. He also spoke highly of China’s efforts on the formulation of rules on cyber security.

“China has a critical role to play as a potential bridge between the developed and the developing world. Also because of China’s increasing capacity for Internet and cyber technology, it has a lot to offer to the international community when we work under the norms and standards not only with member states, but also with governments and the private and business sectors together,” said U.N. Under-Secretary-General Kim Won-Soo.

Internet security is closely linked with national security and people’s interests. So experts say more efforts are needed to better protect information infrastructure and safeguard cyber security.
